QWL/EI Service Performed by Replacement Rural Carriers

Handbook F-21, Time and Attendance, is revised effective April 21, 2001 (pay period 10-2001), to reflect the establishment of new rural route type A994 to record work by replacement rural carriers (Designation Codes 73, 74, 75, 76, 78, and 79) in Quality of Work Life/Employee Involvement (QWL/EI) activities. There is no change to procedures for recording time for regular rural carriers involved in the QWL/EI process.

Record actual workhours by a replacement rural carrier working on QWL/EI on PS Form 1314-A, Auxiliary Rural Carrier Time Certificate. Enter A994 in the route number block and the number of hours in the "Actual Wkly Hrs" block. Only workhours may be recorded on this PS Form 1314-A. Do not enter equipment maintenance allowance (EMA) for route number A994. Reimbursable mileage for QWL/EI activities is paid locally as a local travel reimbursement.

586.7 Replacement Rural Carriers

Record QWL/EI service by a replacement carrier on Form 1314-A using A994 in the "Rt. No." block. Record actual workhours spent performing authorized QWL/EI duties in the "Actual Wkly Hrs" block. Do not enter EMA on this form. Any mileage in excess of the normal commute is paid at the standard postal mileage rate for local travel.
