HONORING VETERANS STAMP

Publicity Ideas to Interest the Media

Overview

The Honoring Veterans stamp will be issued on May 23, 2001, in Washington, DC, and will go on sale nationwide the same day. Local dedication ceremonies for the Honoring Veterans stamp can be held any time throughout the year.

The United States has more than 25 million veterans; therefore, this stamp is expected to be of interest to many people in our country.

For information on the Department of Veterans Affairs, visit their Web site at www.va.gov. Information on, and links to, veterans service organizations are available at www.va.gov/vso/view.asp.

Postal Service employees can find an electronic version of the Honoring Veterans Stamp publicity kit on the Intranet at http://blue.usps.gov. Click on References, then scroll down and click on Postmaster Toolkits. This electronic version makes it easy to complete the fill-in-the-blank materials included in this kit.

Local and national publicity help increase commemorative stamp sales at Post Offices long after the date of issuance. There are many ways to interest local media in your Honoring Veterans stamp event.

Here are some methods to capture a reporter's attention:

· Hold a stamp dedication ceremony (ceremonies can be held on or after May 23) at a local VFW (Veterans of Foreign Wars) or American Legion hall, Veterans Hospital, or your Post Office. Invite Congressional, community, and veterans service organization leaders to participate, and present them with panes of the stamp or an enlarged image of the stamp.

· The Postal Service employs approximately 800,000 people, many of whom have served in the armed forces and many of whom continue to serve their country and fellow Americans by actively serving in the National Guard or by working at veterans service organizations. Recognize your local postal "heroes" at an Honoring Veterans stamp ceremony. Invite Congressional, community, and veterans service organization leaders to participate.

· Hold a "Welcome Home" ceremony to the men and women of your community who have served in recent military actions or maneuvers.

· Organize a group letter-writing project for the children of Postal Service employees and local school children. Projects initiated in the summer could involve youngsters participating in YMCA camps and in organizations such as the Boy Scouts, Girl Scouts, and Campfire Girls. The project could feature the writing and sending of "Thank You" letters or notes to local or national veterans groups. A good photo opportunity for the media would be for them to witness the children applying Honoring Veterans stamps to their letters and mailing them. A follow up with the media could include coverage of the veterans receiving and reading the letters.

· Coordinate an essay-writing contest or art contest using an Honoring Veterans stamp theme. Ask local newspaper editors to judge essays and select winners. Have local art teachers judge art entries. And invite winners to your stamp ceremony to recognize their work and present them with a pane of stamps or other philatelic collectible.

· Hold a flag-raising ceremony at your Post Office and celebrate the community contributions made by local veterans and veterans groups. Invite Congressional, community, and veterans service organization leaders to participate. Stage a photo opportunity for the media that would feature these leaders purchasing the first Honoring Veterans stamps sold at your Post Office.

· Hold an open house at your Post Office or plant. Ask Postal Service employee veterans to be your honored guests and/or hosts. Invite Congressional, community, and veterans service organizations leaders.

Implement any of these ideas, combine them, or brainstorm with your employees to come up with an idea of your own. Be sure to publicize each and every event to your local newspaper, radio, and television stations via press releases, media advisories, letters to the media, and follow-up phone calls.

Event Planning Checklist

When planning Honoring Veterans stamp events, keep the following suggestions in mind:

· Begin planning immediately.

· Using the list in this kit, check with the nearest Department of Veterans Affairs office to see if they will participate in an Honoring Veterans stamp event in your city.

· Set a date (on or after May 23, 2001).

· Secure participants (Postal Service employee veterans, community leaders, etc.).

· Order enlargements of the stamp image, flyers, and other supplies for the event.

· Prepare any planned local pictorial cancellation.

· Secure staging and sound equipment, if applicable.

· Plan signage, including a podium sign and banners.

· Launch a local publicity campaign using the materials in this kit.

· Draft a sequence-of-events agenda and speaker remarks.

· Plan retail opportunities (booths, bag stuffers, etc.).

· Prepare ceremony programs and invitations.

Participation of Public Officials

The issuance of the Honoring Veterans stamp is a perfect opportunity to involve public officials in an important and positive local event. There is likely to be keen interest on their part, as it provides elected representatives a chance to interact with constituents in a friendly, civic setting with secured media coverage.

You are encouraged to reach out directly to your federal, state, and local elected officials. Government Relations representatives are available to assist you in coordinating political involvement and would be pleased to help in any way.

This section of the Community Relations Publicity Kit contains simple guidelines, sample letters, a suggested invitation list, and the names and telephone numbers of your Government Relations contacts.

Before the Event

Send a written invitation (see sample), 4 to 6 weeks before the event, to your two U.S. Senators, your congressional representatives, the governor of your state, and the mayor of your community. Please include any other local elected officials you feel would be appropriate. The local postmaster should sign the invitations.

Follow up the written invitation with a telephone call to the elected official's scheduler within a week if you have not received a reply. You may need to call more than once.

Keep in touch with all elected officials who respond. If asked, provide updated information to the elected official's staff as it becomes available (e.g., who else is participating, where and when to meet, what his or her role will be, etc.). Stress that remarks should be brief and limited to the unveiling of the Honoring Veterans stamp and recognition of military veterans and veterans service organizations.

Include names of all participating elected officials on the official program as honored guests, and mention them in all media advisories, if applicable.

Provide a courtesy copy of the program to the elected official in advance.

After the Event

Send a written thank you to all elected officials who participated in the ceremony, expressing your appreciation.

Provide copies to their offices of any newspaper articles about the event. Even though they surely will see those articles on their own, you can take the opportunity to remind them of the press coverage the event received.

Provide a supply of extra cachets with the special cancellation, if applicable, to elected officials, even to those who could not attend. These make great giveaways and serve as a positive reminder of the event.

Obtain and frame a photo of the elected official posing beside the stamp image, and make an appointment to present it in person, if possible. A matted, framed photograph stands a good chance of being hung on the wall of the official's office, again serving as a positive reminder of the event.

Keep in touch with your elected officials. Good relationships are built over time.
