IMM REVISION
To further increase revenue opportunities by meeting
customer needs, Global Express GuaranteedTM service options are expanding. The newest enhancements to Global
Express Guaranteed, the Postal Service's premier expedited international service, are (1) On-call and Scheduled
Pickup Service and (2) Online Postage Payment and Discounted Rates.

Effective August 9, 2001, International Mail Manual
(IMM) 216 is revised to add a new 216.3 (existing 216.3
is renumbered as 216.4). The IMM is revised to include
online postage payment and discount rates for Global
Express Guaranteed service at http://www.usps.com/gxg.
Mailers who are interested in using the online payment
option and postage discounts for Global Express
Guaranteed service should send an e-mail message to
xgdisco@email.usps.gov.
We will incorporate these changes into the printed
version of IMM Issue 26 and into the monthly update of the
online IMM available via the Postal Explorer at

2 Conditions for Mailing
210 Global Express Guaranteed
216 Postage

216.3 Discounted Rates
216.31 General
Discounted rates apply to Global Express Guaranteed customers who prepare and pay for Global Express Guaranteed shipments online using the Web application located at
http://www.usps.com/gxg. The Global Express Guaranteed
online application provides the necessary systems for
tracking usage and volume, as well as verifying and pro-
tecting revenue. These discounts do not apply to Global
Express Guaranteed shipments that are paid for at participating Post Offices because the necessary volume tracking
capabilities are not available at retail locations.
216.32 Eligibility for Online Discounts
To be eligible for discounts for purchasing Global Express
Guaranteed online, customers must register via the Global
Express Guaranteed Web site, http://www.usps.com/gxg.
Registration is accomplished by selecting the designated
icon on the Global Express Guaranteed home page and following the accompanying instructions. This one-time registration will establish a shipping record and a customer
history for purposes of calculating the appropriate discounts. To be eligible for online discounts, customers must
prepare their shipping labels and pay for their shipments
online using a credit card.
216.33 Online Discounts
216.331 General
Two types of online discounts are offered: standard discounts and volume-based discounts. The discount applies
only to the postage portion of the Global Express Guaranteed rates. It does not apply to any other service charges or
additional insurance coverage fees. The discounted postage rates applicable to Global Express Guaranteed are set
forth in 216.36 and are separate and distinct from the postage rates set forth in 216.1 and 216.2.
216.332 Standard Web Discount
A standard discount schedule will apply to all items prepared and paid for on the Web that do not qualify for the
volume discount schedule. The discount is automatically
applied to each shipment.
216.333 Volume Discounts
If previous volume minimums are met, volume discounts
will apply to registered customers who prepare and pay for
shipments online. Volume is calculated on a weekly basis,
with a week defined as Monday through Sunday. The Web
application automatically tracks the customer's daily shipping activity and applies the appropriate discount based on
delivery destination.
216.334 Determination of Volume Discounts
There are three different rate schedules for Global Express
Guaranteed volume discounts. Each rate schedule reflects
different rates based on previous usage averaging 5 shipments or more per week, 12 shipments or more per week,
and 20 or more shipments per week.
The first week of shipping, all shipments get the standard
online discount of 5 percent off the applicable non-discounted rate. The second week, the discount is based on
the volume shipped the first week. The third week, the discount is based on the average volume of the first 2 weeks.
The fourth week, the discount is based on the average volume of the first 3 weeks. This continues through a 12-week
cycle. After a 12-week history is established, the discount is
always based on the average volume of the preceding 12
weeks.
216.34 Online Postage Payment
216.341 Credit Card Payment
Customers must pay postage online using a credit card.
The following credit cards are accepted for payment online:
American Express, Diner's Club, Discover, MasterCard,
and Visa.
216.342 Deposit Within 24 Hours
Customers paying postage online must enter their shipment via any of the methods outlined in 216.35 within 24
hours of the time when the label is printed or the transaction
will be voided.
216.343 Postage Adjustments
Use of the online service is subject to subsequent verification of the shipment upon acceptance by the Postal Service
to verify that the payment, weight, and time of entry are accurate. Registration for online service constitutes an authorization to the Postal Service to make adjustments to the
initial credit charge for any postage deficiencies discovered
upon acceptance. Adjustments for items paid online will be
made to the customer's credit card account.
216.344 Notification
An email notification will be provided to each customer
showing the exact postage amount applicable for the online
shipment, as well as the acceptance time and date.
216.35 Shipment Preparation and Deposit
216.351 Preparation
Customers must prepare shipments following the shipping
preparation instructions on the Global Express Guaranteed
Web site.
216.352 Deposit
The following choices are available for depositing Global
Express Guaranteed shipments prepared online:
a. On-Call and scheduled pickup services are available
for an added charge of $10.25 for each pickup stop,
regardless of the number of pieces picked up. Only
one pickup fee will be charged if domestic Express
Mail, International Express Mail, domestic Priority
Mail, International Parcel Post, and/or domestic Parcel Post is picked up at the same time. No pickup fee
will be charged when Global Express Guaranteed is
picked up during a delivery stop or during a scheduled stop made to collect other mail not subject to a
pickup fee. Pickup service is provided in accordance
with DMM D010. A complete listing of participating
Global Express Guaranteed Post Offices is available
on the Web site at http://www.usps.com/gxg.
b. Customers may present their online shipments at the
retail counter of any participating Global Express
Guaranteed Post Office.
c. Customers using the online postage payment option
may drop shipments in collection boxes served by a
participating Global Express Guaranteed Post Office.
216.353 Acceptance of Online Shipments
For purposes of computing the delivery guarantee, postal
acceptance of a Global Express Guaranteed item prepared
online occurs when the shipment is received and scanned
at a participating Global Express Guaranteed Post Office.
Collection box deposit and carrier pickup do not constitute
Postal Service acceptance of a Global Express Guaranteed shipment. Acceptance occurs when the shipment is
brought back to the Post Office and the acceptance office
performs a retail system scan to verify the weight and dimensions of the shipment. The customer will receive an
email verification of the acceptance date, time, and weight,
as well as a verification of the amount of postage applicable
for the shipment.

IMM REVISION
To further increase revenue opportunities by meeting
customer needs, Global Express GuaranteedTM service options are expanding. The newest enhancements to Global
Express Guarantee, the Postal Service's premier expedited
international service, are (1) On-call and Scheduled Pickup
Service and (2) Online Postage Payment and Discounted
Rates.
(See also "IMM Revision: Online Postage Payment and
Discounted Rates for Global Express Guaranteed" on page
1 and "Service Talk: Expanded Service Options for Global
Express Guaranteed" on page 28.)
Effective August 22, 2001, International Mail Manual
(IMM) 213.3 is revised to change the pickup policy for
Global Express Guaranteed. The revised policy adds the
availability of On-Call and Scheduled Pickup services for
Global Express Guaranteed. This revised pickup service is
available only for addresses in ZIP Code areas that accept
Global Express Guaranteed. Call Center agent applications
have been updated to include participating Global Express
Guaranteed acceptance ZIP Codes and associated cutoff
times.
We will incorporate these changes into the printed version of IMM Issue 26 and into the monthly update of the online IMM available via the Postal Explorer at

On-call and scheduled pickup services are available for an
added charge of $10.25 for each pickup stop, regardless of
the number of pieces picked up. Only one pickup fee will be
charged if domestic Express Mail, International Express
Mail, domestic Priority Mail, International Parcel Post, and/or domestic Parcel Post is picked up at the same time. No
pickup fee will be charged when Global Express Guaranteed is picked up during a delivery stop or during a scheduled stop made to collect other mail not subject to a pickup

ICM UPDATE
On April 30, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated
January 15, 1999. The Agreement was published in Postal
Bulletin 21996 (4-22-99, page 72). The Amendment modifies the Agreement to extend the existing Agreement and to
insert Global Express Mail (EMS) and Airmail Parcel Post
(APP) services in place of Global Package Link service that
will become effective on May 1, 2001. In accordance with
International Mail Manual (IMM) 297.4, the Postal Service
previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer
and hereby makes public the following information regarding this Amendment:
a. Term: May 1, 2001, through June 15, 2001.
b. Type of mail: Global Express Mail (EMS) and Airmail Parcel Post (APP).
c. Destination countries: All other provisions of the
Agreement shall remain in force.
d. Services provided by the Postal Service: The
Postal Service has agreed to:
1. Furnish Mailer with the Postal Service equipment
and supplies required for using Qualifying Mail.
2. Provide Mailer with any training necessary to prepare mail shipments in conformity with the requirements for Qualifying Mail.
3. Provide Mailer with technical assistance necessary to prepare the necessary information linkages, electronic data files, and data exchanges.
4. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.
5. Return EMS items refused by an addressee and
undeliverable items to the Mailer at no charge provided that the return rate is no more than four (4)
percent of total volume. Return APP items refused
by an addressee and undeliverable items to the
Mailer in accordance with IMM.
6. Furnish Mailer with tracking reports and delivery
performance reports on a regular basis.
e. Minimum volume commitments: The Mailer has
agreed to tender an annualized minimum of 100,000
pieces of EMS and/or APP and to tender a combined
annualized minimum of 3.0 million pieces of other
combined international mail to the Postal Service.
f. Worksharing: The Mailer has agreed to:
1. Establish the necessary linkages with the Postal
Service.

least 99 percent of Qualifying Mail at any International Service Center (ISC) location.
g. Rates: The Mailer has agreed to pay postage at a
rate fifteen and one half (15.50) percent discount off
of nondiscounted published rates in effect on the date
of mailing for M-bags.

To further increase revenue opportunities by meeting
customer needs, Global Express GuaranteedTM service options are expanding. The newest enhancements to Global
Express Guaranteed, the Postal Service's premier expedited international service, are (1) On-call and Scheduled
Pickup Service and (2) Online Postage Payment and
Discounted Rates.
Global Express Guaranteed has been on the cutting
edge in meeting our customers' international shipping
needs. That trend continues as service expands to provide
customers with on-call or scheduled pickup service, online
postage payment and discounted rates.
Effective immediately, customers can now pay for postage online via credit card for Global Express Guaranteed
service. In addition, customers who use our Web site
(www.usps.com/gxg) to prepare and pay for their Global
Express Guaranteed shipments will be eligible for discounted postage rates, a standard 5% for all online
shipments, and further discounts based on volumes
mailed. Mailers who are interested in using the online
payment option and postage discounts for Global Express
Guaranteed service should send an e-mail message to
gxgdisco@email.usps.gov.
Effective August 22, 2001, On-Call and Scheduled Pickup services will be available for Global Express Guaranteed shipments as well. All shipments brought back to the
office by carriers must be presented to a retail employee,
accountable clerk, or other locally designated employee
upon return to the office for proper retail acceptance.
Retail associates will see a slight difference in the way
they accept Global Express Guaranteed shipments prepared and paid for online. For these shipments, retail associates must ensure the shipment label contains indication
of postage payment (see Exhibit 1). Retail associates will
not need to verify the amount of postage paid, as the online
Web application will collect and verify postage. Also, customers may be getting a discounted postage rate, and retail
associates will not be aware of the appropriate rate. Retail
associates will still need to verify the weight that appears on
the label. If there is a discrepancy, the retail associate must
enter the correct weight on the shipping label. Complete acceptance procedures are covered in the What's in Store
section of this Postal Bulletin (see pages 49-54).
These discounted rates apply only to Global Express
Guaranteed shipments prepared and paid for online, since
the online shipping application automatically tracks customer activity and volume, a capability not currently available at retail terminals. Also, there are cost savings for the
Postal Service when customers prepare and pay for shipments online.
Shipments prepared online meet the Postal Service's
Aviation Security requirements. Therefore, the shipments
can be handed to a letter carrier or dropped in any collection box within a Global Express Guaranteed acceptance
area. Global Express Guaranteed shipments that are collected by carriers on collection runs must be handled in the
same manner as Express Mail to ensure that the proper retail acceptance procedures are followed. For online shipments picked up from customers or collection boxes,
carriers must verify that there is indication of postage payment (see Exhibit 1).
In all cases, everyone handling Global Express Guaranteed needs to remember that this is our premier, top-of-the-
line, international service. Global Express Guaranteed is
guaranteed to arrive on time, and we must pay special
attention to ensure it is expedited.

meet our customers' international shipping needs and demands. Our continued success will be a measurement of
their satisfaction with our service.

As a community service, the Postal Service offers
pictorial cancellations to commemorate local events
celebrated in communities throughout the nation. A list of
events for which pictorial cancellations are authorized
appears below. If available, the sponsor of the pictorial
cancellation appears in italics under the date.
Also provided, as space permits, are illustrations of those
cancellations that were reproducible and available at
press time.
People attending these local events may obtain the
cancellation in person at the temporary post office station
established there. Those who cannot attend the event,
but who wish to obtain the cancellation, may submit a
mail order request. Pictorial cancellations are available
only for the dates indicated, and requests must be
postmarked no later than 30 days following the requested
pictorial cancellation date.
All requests must include a stamped envelope or
postcard bearing at least the minimum First-Class Mail
postage. Items submitted for cancellation may not include
postage issued after the date of the requested
cancellation. Such items will be returned unserviced.
Customers wishing to obtain a cancellation should affix
stamps to any envelope or postcard of their choice,
address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for
sturdiness, and tuck in the flap. Place the envelope or
postcard in a larger envelope and address it to:
PICTORIAL CANCELLATIONS, followed by the NAME OF
THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed
below (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).
Customers can also send stamped envelopes and
postcards without addresses for cancellation, as long as
they supply a larger envelope with adequate postage and
their return address. After applying the pictorial
cancellation, the Postal Service returns the items (with or
without addresses) under addressed protective cover.

All users of mail transport equipment (MTE) are requested to promptly identify, "red tag," and isolate damaged
or defective wheeled containers used to transport mail.
Damaged rolling stock must be removed from service and
placed in a holding area for return to the servicing mail
transport equipment service center (MTESC).
Although all MTE items passing through the MTESCs
are scanned for obvious defects, use of the orange PS
Form 4707, "Out of Order" tag, will ensure that broken rolling stock is identified and scheduled for repair. Please help
the MTESC network keep your rolling stock serviceable by
tagging all defective containers.

NOTICE AND CORRECTION
Please disregard the article titled "Notice: Removal of
Trash from Mail Transport Equipment" in Postal Bulletin
22051 (5-31-01, page 59). The article that appears here
has the correct information.
Mail processing centers and facilities must immediately
stop shipping excess or broken office and workroom furniture, equipment, garbage, and trash to the mail transport
equipment service centers (MTESCs) in excess containers
or cardboard boxes. Incidents of this type have increased
sharply during 2001. This practice creates environmental
health and safety problems at the receiving MTESCs,
which must spend unbudgeted funds to dispose of the refuse through waste management contractors.
Future shipments of this type will be returned to the originating offices, which will be billed for the additional shipping and handling expenses.
Refer to Handbook AS-701, Material Management, for
instructions on disposing of unneeded or broken
equipment.
- Mail Transport Equipment,Network Operations Management, 8-9-01
Congress has approved and President Bush has signed
into law a multiple-year tax cut. Under provisions of the
Economic Growth and Tax Relief Reconciliation Act of
2001, each individual tax rate above 15 percent decreased
by 1 point, effective July 1, 2001. Subsequent reductions
scheduled for 2004 and 2006 will provide further cuts to
federal taxation rates for individual employees.
The majority of Postal Service employees are subject to
the tax changes contained in this new law. The new withholding tables may reduce the amount of income tax withheld from wages paid after June 30, 2001. The reductions
in tax withholding are due to the across-the-board decrease
in the existing 28 percent and higher tax brackets that became effective on July 1, 2001. However, the IRS has not
changed the amounts on the Form W-4, Employee's Withholding Allowance Certificate. Therefore, if Postal Service
employees do not want to have their withholding reduced,
they may want to file a new Form W-4 with their personnel
office. Employees may claim fewer withholding allowances
on Line 5, or request additional amounts to be withheld on
Line 6. Either action should serve to maintain an employee's individual withholding total at his or her desired
amount.
Because of the short time period available between the
bill signing and the effective date of July 1, 2001, the Postal
Service was not able to complete testing procedures to our
payroll system in time for the July 1 implementation date.
These changes were not effective in our pay system until
July 14, 2001. The Postal Service will not recompute employee taxes for that 2-week period. When completing their
2001 federal income tax returns, Postal Service employees
should take special care to enter the proper data into all
sections of the tax forms.
Effective Pay Period (PP)16-2001, payroll checks reflected changes in federal tax withholding, and the exemption value increases for each allowance rose from $107.69
to $111.54. All information in this article is based upon a
biweekly PP.

Federal Employees Health Benefits (FEHB), Flexible
Spending Accounts (FSA), and Thrift Savings Plan (TSP)
contributions made by employees are treated as pre-tax
monies (unless an employee has signed a pre-tax waiver
for FEHB benefits). When calculating taxes, Postal Service
employees should remember to subtract their allowances
($111.54 for each allowance) and all of these contribution
amounts from their gross earnings. The following steps
help to determine the amount of withholding:
1. Determine normal biweekly gross wages from earnings statement.
2. Determine normal biweekly TSP contributions from
earnings statement.
3. Determine normal biweekly FSA contributions from
earnings statement. If applicable, add the amounts
from both the FSA Dependent Child (FSADC) Sub-
Account and the FSA Health Care (FSAHC) Sub-
Account together.
4. Determine normal biweekly FEHB pre-tax employee
contribution from earnings statement (abbreviated as
HP).
5. Multiply the number of exemptions claimed by the
new biweekly exemption value of $111.54 (withholding allowance). The federal tax line on the earnings
statement shows the number of exemptions claimed
(e.g., S1 = Single with One Exemption, M3 = Married
with Three Exemptions).
6. Subtract the amounts in Step 2 (TSP), Step 3 (FSA),
Step 4 (FEHB), and Step 5 (Exemptions) from Step 1
(Gross Biweekly Wages). The remainder is the
amount that is subject to withholding.
7. Determine which range this amount falls into on the
Federal Income Tax Withholding Table, and follow the
instructions listed in the Table.
The example below shows how to compute federal income taxes for a Federal Employees Retirement System
(FERS) employee who claims three exemptions and makes
pre-tax contributions to the FEHB, FSA, and TSP.
A FERS employee receives $3,150.50 as gross biweekly wages. The employee makes the following contributions
from his or her pay: 10 percent per PP to the TSP; $30.00
per PP to the FSADC Sub-Account; $75.00 per PP to the
FSAHC Sub-Account; and $45.56 for FEHB. (This example
uses the actual Family Standard dollar amount from the
Blue Cross Health Plan.) The employee is married and
claims three exemptions (M3 on the Federal Tax Line of the
Earnings Statement). Using the information provided above
in the Federal Income Tax Withholding Table, federal taxes
can be computed as follows:

GENERAL INFORMATION
The Philadelphia Purchasing and Materials Service
Center (PMSC) has been named the Center of Excellence
for the consignment of the vehicle maintenance repair parts
inventory. The consignment program is a value-added feature of National Ordering Agreements (NOAs). Through the
consignment process, selected vehicle repair parts are ordered, received, and stocked at vehicle maintenance facilities (VMFs). The parts remain the property of the supplier
until used to repair a vehicle, at which time the Postal
Service is charged for them.
Among other benefits, consignment provides for a 5 percent discount from negotiated NOA prices, supplier paid
shipping, and a 12 percent avoidance of the Economic Value Added (EVA) charge on all consigned parts used. As of
accounting period (AP) 8, 176 of 322 VMFs and/or auxiliary
VMFs are either actively participating in the consignment
program, or have begun the process of identifying parts
lists for consignment.

Look for the labels Be on the lookout for more and more Global Express GuaranteedTM[7]shipments in the mail stream that bear labels generated online. The
following are the items that the retail clerk should verify or complete on
the shipping label upon acceptance of a Web label for Global Express
Guaranteed:
1. Place item on scale. Ensure customer has affixed the label pouch with
identical information showing through each pouch window. Remove
and review "Original Copy" from the front pouch to ensure that the
customer signed the label and initialed the export license block, if
applicable. Note: The "Addressee Copy" of the label should remain in
the back pouch and also must have the customer signature.
2. Round date the Original Copy of the label to the immediate left of the
postage.
3. Verify that the dimensional weight (length x width x height)/166 versus
the actual weight is correct. If the measurements or weight are
incorrect on the shipping label, line through and enter the correct
dimensions or weight above, rounded down to the whole inch, with a
minimum of 1 inch for the DIM weight only. Enter the correct
measurements or weight into the POS/IRT system.
4. Enter the Postal Code as it appears on the shipping label into the
POS/IRT system.
5. Enter the delivery guarantee as it appears on the shipping label into
the POS/IRT system (remembering to calculate an additional business
day if the shipment is accepted after the Global Express Guaranteed
retail cut-off time).
6. Enter the insurance amount in the POS/IRT system, if applicable. (If
incorrect, line through and make correction on the shipping label.)
7. In the "Origin (Postal Use Only)" section of the shipping label, ensure
that "Postage Paid Online" is indicated as a computer generated
image in the "Postage Only" and "Total postage and Fees" section
blocks. Also ensure that you indicate the "PO ZIP+4 Code," "Date In,"
and "Time In" on the shipping label and entered into the POS/IRT
system.
8. Scan the Global Express Guaranteed shipping label barcode with
the POS/IRT system scanner.
9. Reinsert the Original Copy of the shipping label in the front pouch.
If additional documentation from the customer was received,
ensure that it is placed behind the shipping label in both front and
back pouches. Note: If customers present the "Customer Copy" of
the shipping label, return it to them.
10. Place the Global Express Guaranteed article in the designated
Express Mail service sack. Do not mix with other expedited
articles. Close sack, properly tag with Global Express Guaranteed
Tag #141, and use destination slide label for the designated
AMC/AMF facility. Dispatch articles daily as required, at specified
dispatch times.

A customer presents a package at the retail counter.
Let's review what steps must be followed:
· Check the delivery and return address - review
DMM A010.3.0 and 4.0 on requirements.
· Conduct a visual inspection - review DMM
C010.2.0 on requirements.
· Then ask customer, "Does the parcel contain
anything liquid, fragile, perishable, or potentially
hazardous?"
· If customer answers "no," then ask him or her,
"When do you want the item to arrive" or "How
soon do you need to get it there?"
· The customer will tell you what the contents are. If
you do not know if the item is mailable, consult
DMM C020-024; Publication 52, Hazardous,
Restricted, and Perishable Mail; or the IMM to
determine mailability. Either accept the item for
mailing or refuse based on directives. Explain to
the customer why the item must be refused.
Look for additional training and information regarding
these procedures in AP 1 FY 2002.
Merchandise Return Service allows an authorized
permit holder to pay postage and special service fees on
single-piece rate First-Class Mail service, Priority Mail
service, and Package Services parcels that are returned
to the permit holder by its customers via a special label
produced by the permit holder. Also available with this
service is Merchandise Return Label with Mailing
Acknowledgement (DMM Exhibit 5.6c), which allows a
customer a round date of the label at the retail counter at
no charge. Review DMM S923 for additional information.
Return Receipt for Merchandise is a form of return
receipt service that provides the sender a mailing receipt
and a return receipt. The mailer can obtain PS Form
3804, Return Receipt for Merchandise, and PS Form
3811, Return Receipt, and must mail at a Post Office,
branch, or station, or give to a rural carrier. Review DMM
S917 for additional information.
Customers often confuse Express Mail and Priority
Mail services. There is still a misconception among
customers that Priority Mail service is a guaranteed
service. The key difference when explaining to a
customer is using the word "guaranteed." Express Mail
service is a guaranteed service. Priority Mail service is a
reliable service, but it is not guaranteed. Customers will
understand the difference when you explain it to them.
How is a refund processed for corporate account
customers? DMM P014.5.7 states that the Postal
Service refunds the postage by issuing a credit to that
account within 5 business days. The customer can
complete PS Form 3533, Application and Voucher for
Refund of Postage and Fees, in local unit. The
completed form should then be forwarded to the District
Express Mail Office for processing.
