This notice clarifies the difference between pickup service and collection service, so that the pickup fee (as described in section D010 of the Domestic Mail Manual) is charged, as required, in appropriate circumstances.
Pickup service is a fee-based service available for Express Mail® (domestic and international), Priority Mail®, and single-piece rate Parcel Post® items. The mail must be prepaid, although permit imprint mail may be picked up when prepared under a manifest mailing system and the pickup is approved in the manifest agreement. The term "prepaid" refers to uncanceled stamps, metered postage, Express Mail Corporate Accounts, merchandise return labels, and business reply labels.
Pickup Service covers two basic scenarios:
1. On-call pickup service is provided for customers the same day as their request. This service is available only from designated offices with city delivery.
2. Scheduled pickup service is provided to customers who enter into a service agreement with the Postal Service that specifies the time, place, day or date, frequency of the service, and approximate volume per pickup. This service is available at offices with city delivery and other Post Offices where the customer's address is on the line of travel. The time of the pickup must be within the regular business hours for an office with city delivery and within the regular delivery period of a rural route or contract route.
Collection service is scheduled with consideration for customer convenience, volume, and enroute travel of the delivery employee. This service usually refers to prepaid mail deposited in a collection box. However, it is also considered collection service when customers hand their outgoing, prepaid mail, which is ready and available, to a carrier or other designated employee while that employee is performing normal delivery and collection duties.
It is important to distinguish between pickup and collection service mail that is scheduled for pickup at the customer's request, especially on a regular basis. The fact that a customer makes a request does not mandate that a fee be charged. The deciding factor is whether the pickup caused a special trip to the customer's location.
More specifically, the fee is charged when the pickup is at the request of the customer and either a special trip or deviation from the carrier's/collection employee's route is required to obtain the mail. (The fee is not charged when the "pickup" occurs as part of the regularly scheduled delivery or collection process.)
One other consideration is the difficulty of depositing packages in normal collection boxes. These boxes do not allow for medium- or large-size packages to be deposited and have limited capacity for a customer who may have a medium to large volume of smaller packages. In addition, the Aviation Mail Security policy, which was established to protect employees, air transportation, and the traveling public, requires that our customers directly deposit, by hand, domestic First-Class Mail® and Priority Mail packages weighing 16 ounces or more to a retail clerk or Postal Service representative/agent when postage is paid with uncanceled stamps. Aviation Mail Security also requires that international mail with stamps, meter postage, or PC PostageTM must be presented directly to a retail clerk or Postal Service representative/agent.
Therefore, packages that can be collected from locations in immediate proximity to a collection box, on a scheduled basis, and at the same time of day displayed on the collection box should be considered part of the collection point, and no pickup fee should be assessed. For these purposes, immediate proximity is defined as: (a) a stop that does not require the carrier/collector to move his or her vehicle, or (b) a stop that can be handled during the carrier's/collector's normal line of travel.
This policy is in concert with long-standing arrangements that allow commercial mailers with regular and available mailings to be included on evening and/or business collection trips. This enhances our ability to get collection mail earlier and in a controlled fashion to the origin processing facility.

Effective May 1, 2002, Postal Service employees stopped resetting postage meters for a customer unless the customer had an original meter resetting authorization letter as described in Postal Bulletin 22072 (3-21-02, page 108). As described in a subsequent article published in Postal Bulletin 22076 (5-16-02, page 133), Postage Technology Management (PTM) is sending e-mail authorizations for resetting some of these meters on an emergency basis. The e-mail instructs the customer to print the e-mail and take it to the Post Office to have the meter(s) reset. It lists the meter model(s), serial number(s), and customer name. It instructs the Post Office employee to set the meter for the dates listed on the e-mail. The e-mail also states that if the Postal Service employee has any questions about the e-mail or about the process, the employee should contact PTM through Marlo Ivey at 703-292-3782, Trudie Hurd at 703-292-3895, or Marilyn MacDicken at 703-292-3695.
PTM has been notified that some manufacturers and/or local meter representatives are writing letters and/or sending e-mails for their customers instructing the Post Office to reset the customer's meter. These letters and/or e-mails are unacceptable as resetting authorization. If you receive an e-mail or letter from a manufacturer or a local representative, please retain the document. In the past, customers have contacted local Post Offices to request information regarding the holder of a meter license. Recently, as published in Postal Bulletin 22075 (5-2-02, page 132), this policy was changed to have all meter licensee information requests sent to Postage Technology Management (PTM) at Headquarters. This change does not apply to requests for information about bulk mail permit holders or business reply mail permit holders. PTM has the responsibility for meter licensees and does not have information on permit holders. Requests for permit holders should be handled as they have been in the past.

This will allow us to verify to whom the meter was licensed at the time of the mailing and will ensure the accuracy of our response. A request will be declined if it is determined that the information is being requested for an individual rather than a business or firm. In order to support the reason for the request, copies of the contents contained in the envelope or a description of the contents of a package should also be included. The requester must also pay applicable fees. Since the most common fee for this information is $4.40, the requester must include a check or money order in this amount, made payable to the U.S. Postal Service, to receive the information. PTM will notify the customer before providing the information when charges exceed $4.40. If PTM is unable to provide the information, the check or money order will be returned to the customer.

PS Form 5445 is currently titled Stamp Vending Machine Refund Request. Effective 8-22-02, this PS Form 5445 is titled Stamp Vending Machine Reimbursement Request.
We have incorporated this revision into the June 2002 version of PS Form 5445 and will incorporate it into the next printed version of Handbook PO-102, Self Service Vending Operational and Marketing Program. We will also incorporate it into the next update of the online form and the online handbook available on the Postal Service PolicyNet Web site at http://blue.usps.gov/cpim.

Offices responsible for ordering custodial products and who have not consolidated their ordering must do so as follows:
1. Order custodial products only from the Postal Service's two sourcing partners, Cleanwise, Inc. (contract No. 483083-01-B-0679) and W. W. Grainger, Inc. (contract No. 483083-01-B-0677).
2. Eliminate small quantity orders, contingent on storage space availability. Schedule one day per month or per week on which to order your custodial products in large quantities.
Since the award and implementation of these contracts on November 1, 2001, the Postal Service has saved over $6.2 million in product costs. Handbook AS-709, Credit Card Policies and Procedures for Local Buying, 333.11 states that "... local buying authority should not be used when items are available from ... national and area contracts and ordering agreements. This policy is in place to make sure postal personnel use existing Postal Service assets and take advantage of volume discounts." The Postal Service Custodial Products Team will work with noncomplying sites over the next three months to help bring them into compliance.
The Custodial Products Team, Cleanwise, and Grainger are also working to improve the program for postal customers. Based on customer feedback, we have added 288 products to the program and 18 additional manufacturers. We are also implementing additional cost savings programs.
Material Logistics Bulletin MLB-CO-01-012, Mandatory National Sources for Custodial Products, contains ordering instructions for the custodial product contracts. The MLB is available on the corporate intranet at http://blue.usps.gov/purchase/material/mlb/mlbindex.htm; scroll down to 2001.
Sites with access to the Internet should order through eBuy. Sites that do not have access to the Internet should continue to place orders by telephone, fax, or mail.

The Postal Service and AT&T Wireless Services have agreed to increase the volume discount for wireless services from 12 to 15 percent under the AT&T National Wireless Agreement. The change is effective immediately.
The new discount applies to both current and new Postal Service business accounts and is also available to employees for personal use. Existing AT&T accounts automatically receive the new discount.
Managers, telecommunications specialists, and employees may obtain information about products and services available for business use by calling AT&T Wireless at 877-632-1904. Employees wishing to inquire about service for personal use should visit an authorized AT&T Wireless retail store and refer to foundation account number (FAN) 10297.
