SUBJECT: Revisions to the Quality of Work Life/Employee Involvement National Guidelines
Pursuant to a recent National Labor Relations Board Order, the National Joint Steering Committee (NJSC) for the Quality of Work Life Employee Involvement (QWUEI) process has revised a portion of the QWUEI National Guidelines concerning rural carrier academies.
Effective immediately, the rule that required rural letter carrier academy instructors to be members of the National Rural Letter Carriers' Association (NRLCA) is rescinded. The rule will no longer be maintained or enforced. It is requested that district managers Human Resources and QWUEI district joint steering committee's (DJSC) ensure that solicitations for rural carrier academy instructors do not indicate that NRLCA membership is required for the academy instructor assignment.
The provision in the National Guidelines for the QWUEI Process requiring rural carrier academy instructors to be members of the NRLCA has been eliminated.
