ELM REVISION

Employment and Placement Programs

Effective February 2, 2006, the Employee and Labor Relations Manual (ELM) 354.217 is revised to reflect changes to employment and placement programs. Implementation of the Performance Evaluation System (PES) has caused changes in the adjective ratings used in performance evaluations. Performance evaluations are used in calculating the Reduction in Force (RIF) service date. This revision reflects changes required as a result of PES implementation.

[Delete paragraph 354.217f(2)(a)(iv) and revise the text of 354.217f(2)(b) to read as follows:]

(b) Values are assigned to each merit performance rating of record (or the modal rating) as follows:

(i) 20 additional years of service are credited for an adjective rating of Exceptional Contributor (EC).

(ii) 16 additional years of service are credited for an adjective rating of High Contributor (HC).

(iii) 12 additional years of service are credited for an adjective rating of Contributor (C), Not Rated (NR), or No Score (NS).

(iv) No additional years of service are credited for an adjective rating of Non-Contributor (NC) or Excluded (EX).

RURAL CARRIERS

Revisions to the Quality of Work Life/Employee Involvement National Guidelines

On January 20, 2006, the National Joint Steering Committee for the Quality of Work Life/Employee Involvement process issued a letter rescinding the rule that required rural letter carrier academy instructors to be members of the National Rural Letter Carriers' Association.

The rule will no longer be maintained and enforced. The letter, below, must be posted on employee bulletin boards in all offices with rural letter carriers.
