Hazardous Materials Items

The Postal Service™ has developed three new job aids and revised two existing HAZMAT posters to help employees to comply with Postal Service requirements for mail handling and processing of hazardous materials. The new materials are the following:

• Label DECDDD-4, Prohibited Item Return Label.

• Label DECDDD-5, International Nonmailable Item Label.

• Notice 128, The Safety of the Mail Is Everyone's Responsibility.

The revised posters are the following:

• Poster 138, Keep the Mail Safe.

• Poster 298, Department of Transportation Hazardous Materials Warning Labels.

Label DECDDD-4, Prohibited Item Return Label

The Postal Service prohibits the mailing of alcoholic beverages per the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) 601.11.7. Postal Service employees must assume that all markings and labels on a mailpiece indicate the mailpiece's actual contents. Under new Postal Service procedures, alcoholic beverage boxes must be returned to the mailer. At this step, the revised Label DECDDD-4, Prohibited Item Return Label, is used.

If a Postal Service employee encounters an alcoholic beverage box at any point in the mailstream (originating and destinating), then he or she must follow this protocol:

1. Affix a Label DECDDD-4 over the address information.

2. Place Label 127, Surface Transportation Only Label, on the mailpiece.

3. Return the mailpiece to the sender via the most efficient surface transportation network.

Note: Air transportation is prohibited.

Label DECDDD-5, International Nonmailable Item Label

The mailing of hazardous materials to and from international and APO/FPO destinations is extremely limited. Many items permitted in domestic mail are prohibited in international and APO/FPO mail.

Label DECDDD-5 is designed for use on nonmailable international and APO/FPO mailpieces; the items are returned to the sender via surface transportation as long as the items meet the mailability standards for domestic mail. Label DECDDD-5 notifies customers of their errors and lets Postal Service employees know that the parcel is being returned to the sender.

Postal Service employees discovering a nonmailable international mailpiece at any point in the mailstream are required to perform the following:

1. Affix a Label DECDDD-5 over the address information.

2. Place Label 127, Surface Transportation Only Label, on the mailpiece.

Notice 128, The Safety of the Mail is Everyone's Responsibility

Notice 128, The Safety of the Mail is Everyone's Responsibility, is a recent addition to Postal Service HAZMAT reference material. Delivery and collection employees have been trained to recognize nonmailable and unacceptable packages and have been instructed not to accept them. However, many times, the mailer is not present when the carrier/collector arrives.

Notice 128 serves as a communication tool for delivery and collection employees to inform mailers about why their package was not accepted. Notice 128 is left with each mailpiece deemed nonmailable or unacceptable under Postal Service regulations. In addition, Notice 128 provides customers information about the Postal Service's requirements for the mailing of hazardous materials and provides reference and local contact information.

Revised Posters 138 and 298

Poster 138, Keep the Mail Safe, was developed to help retail associates quickly locate the proper Postal Service hazardous materials mailability references. The poster was recently updated to incorporate changes made to Postal Service hazardous materials acceptance guidelines and the newly designed DMM.

In addition, we simplified the examples of prohibited items on the poster to make it easier to determine whether a material presented for mailing is hazardous under Postal Service regulations, and we enhanced several columns of information on the poster to help acceptance personnel find information more quickly. The newest version of Poster 138 is dated January 2006.
