The Postal Service™ will issue a 26-cent, definitive stamp, Florida Panther, on May 12, 2007, in Washington DC. The stamp designed by Carl T. Herrman of Carlsbad, California, goes on sale nationwide May 12, 2007.
The Florida Panther stamp will be issued in the following formats:
The stamp features a highly stylized illustration of a Florida panther (Puma concolor coryi). This large tawny cat is related to the mountain lion — also known as a cougar or puma. Most active between dusk and dawn, the Florida panther is capable of short but quick bursts of speed while pursuing prey. Its diet includes white-tailed deer, small mammals, and birds.
Nationally known illustrator Nancy Stahl of New York, New York, used a photograph of a Florida panther as the basis for her stamp art.

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® Web site at www.usps.com/shop. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by July 11, 2007.

There four philatelic products available for this stamp issue:
Initially, stamp distribution offices (SDOs) will receive approximately 200% of their standard automatic distribution quantity for a PSA sheet stamp. SDO distributions will begin May 8, 2007, and be completed May 17, 2007. Distributions are rounded up to the nearest master carton size (40,000 stamps).
SDOs will make a subsequent automatic distribution to Post Offices of their full standard automatic distribution quantity for a PSA sheet stamp using PS Form 17, Stamp Requisition/Stamp Return. SDOs may distribute stamps to Post Offices immediately upon receipt, but not before May 4, 2007.
Post Offices requiring additional stamps must requisition quantities of Item 104500 from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate accountable paper depository (APD) using PS Form 17.
For fulfilling supplemental orders from SDOs, the Memphis, Chicago, New York, and San Francisco APDs will each receive 8,640,000 additional stamps; and the Denver APD will receive 2,880,000 additional stamps. The Kansas City Stamp Services Center will receive 8,640,000 additional stamps for fulfilling supplemental orders from APDs.
Additional quantities of this definitive stamp will also be made available to SDOs via subsequent automatic distributions, shipped directly from the supplier to the SDOs.

The 26-cent Florida Panther definitive stamp in water-activated gum panes of 100 will not be automatically distributed to SDOs. Automatic distributions will be made to APDs only. SDOs requiring quantities of Item 106700 must order them from the appropriate APD using a separate PS Form 17. SDOs ordering this item from APDs, need not order in master carton size quantities. SDOs should only order according to immediate customer demand (10,000 stamps per pad is the minimum order from the APD).
SDOs will not make a subsequent automatic distribution to Post Offices. Post Offices requiring quantities of Item 106700 must order them from their designated SDO using a separate PS Form 17. SDOs must not distribute stamps to Post Offices before May 4, 2007.
Post Offices requiring additional stamps must requisition quantities of Item 106700 from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate APD using PS Form 17.
Initially, SDOs will receive approximately 25 percent of their standard automatic distribution quantity for a PSA booklet. SDO distributions will begin May 14, 2007, and be completed June 13, 2007. Distributions are rounded up to nearest master carton size (4,000 booklets).
SDOs will make a subsequent automatic distribution to Post Offices for one-fourth their standard automatic distribution quantity for a PSA booklet using PS Form 17. SDOs may distribute stamps to Post Offices immediately upon receipt, but not before May 4, 2007.
Post Offices requiring additional booklets must requisition quantities of Item 677400 from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate APD using PS Form 17.
For fulfilling supplemental orders from SDOs, the San Francisco, Chicago, Memphis, and New York APDs will each receive 1,120,000 additional booklets; and the Denver APD will receive 560,000 additional booklets. The Kansas City Stamp Services Center will receive 2,800,000 additional booklets for fulfilling supplemental orders from APDs.
Additional quantities of this definitive stamp booklet will also be made available to SDOs via subsequent automatic distributions, shipped directly from the supplier to the SDOs.
All SDOs will receive automatic distributions of $24.00 Florida Panther, PSA coil of 100. Distributions will be in multiple waves. Wave 1 shipments, which began April 10, 2007, will be completed April 19, 2007. Wave 2 shipments, which begin April 24, 2007, will be completed by May 10, 2007. Wave 3 shipments, which will begin June 19, 2007, will be completed by July 19, 2007. Distributions are rounded up to nearest master carton size (800 coils).
SDOs will not make a subsequent automatic distribution to Post Offices. All Post Offices requiring quantities of Item 785500 must order them from their designated SDO using a separate PS Form 17. SDOs must not distribute coils to Post Offices before May 4, 2007.

Following the second automatic distribution to SDOs, the New York, Chicago, San Francisco, and Memphis APDs will each receive 57,600 additional coils; and the Denver APD will receive 19,200 additional coils for fulfilling supplemental orders from the SDOs.
Following the third automatic distribution to SDOs, the New York, Chicago, San Francisco, and Memphis APDs will each receive 115,200 additional coils; and the Denver APD will receive 38,400 additional coils for fulfilling supplemental orders from the SDOs.
