The Postal Service™ will issue a 41-cent Horses stamped envelope on May 12, 2007, in Washington, DC. The envelope, designed by Tom Engeman of Brunswick, Maryland, also goes on sale nationwide May 12, 2007.
The First-Class Horses stamped envelope features an imprinted stamp depicting three galloping horses silhouetted against a flat backdrop of stylized mountains under a cloud-dappled sky. The image of the horse is intended to represent the theme of American freedom.
The Horses stamped envelope will be issued in the following formats:
Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamped envelopes at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® Web site at www.usps.com/shop. They should address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by July 11, 2007.

There are six philatelic products available for this stamp issue:
- Item 212361, #10 regular w/cancellation, $0.60.
- Item 212461, #10 window w/cancellation, $0.60.
- Item 21256, #9 security w/cancellation, $0.60.
- Item 212661, #9 security window w/cancellation, $0.60.
- Item 262361, #6 3/4 regular w/cancellation, $0.60.
- Item 262461, #6 3/4 window w/cancellation, $0.60.
All stamp distribution offices (SDOs) will receive automatic distributions of the following 41-cent Horses stamped envelope items: 212300, 212400, 212500, 212600, 262300, and 262400. Stamped envelope items will be automatically distributed to SDOs in two waves.
The initial automatic distribution of all formats began March 19, 2007, and will be completed April 13, 2007.
The second automatic distribution of items 212300 and 262300 only begins April 16, 2007, and will be completed May 11, 2007.
Post Offices will not receive an automatic distribution of these stamped envelopes, but should order sufficient quantities of those formats that are required to meet the initial customer demand. Post Offices must order these stamped envelopes from their designated SDO using a separate PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute stamped envelopes to Post Offices before May 4, 2007.
Post Offices requiring additional stamped envelopes must requisition them from their designated SDO using PS Form 17.
SDOs requiring additional quantities of stamped envelope Items 212300, 212400, 212500, 212600, 262300, and 262400 must submit PS Form 3205, Requisition for Plain Stamped Envelopes, to Stamp Fulfillment Services.
