[Revise the entry for “ordinary mail” to read as follows:]
ordinary mail – Any class of domestic mail that is accorded standard dispatching and handling. This excludes Express Mail and Priority Mail service as well as mail with an extra service (for example, Certified Mail, collect on delivery, Delivery Confirmation, insured mail, Registered Mail, Signature Confirmation, and special handling).
