Publication 51 Revision: Miscellaneous Revisions

Effective October 11, 2007, we are revising Publication 51, International Postal Rates and Fees, to reflect the following:

• M-bags no longer offer return receipt and restricted delivery as extra services options.
• International business reply service has revised charges for the permit fee and the annual accounting fee.
• First-Class Mail International™ items should be marked “LETTER” on the address side of the mailpiece.
• The name “Yugoslavia” is no longer used as a paren­thetical reference for Serbia-Montenegro.
• Express Mail International^® service is available for Turks and Caicos Islands and Uzbekistan.

Direct sacks of printed matter to a single foreign addressee, which are also known as “M-bags,” are subject to the fol­lowing conditions of mailing:
