Effective November 22, 2007, PS Form 3973, Military Leave Control, is obsolete. Therefore, Employee and Labor Relations Manual (ELM) 517.71, PS Form 3973, which explains how to use the form, is deleted. Subsequent parts are renumbered. See related article, “PS Form 3973, Military Leave Control, Is Obsolete,” on page 9.
