PS Form 3973, Military Leave Control, Is Obsolete

Effective November 22, 2007, PS Form 3973, Military Leave Control, is obsolete. Therefore, Employee and Labor Relations Manual (ELM) 517.71, PS Form 3973, which explains how to use the form, is deleted. See related article, “ELM Revision: PS Form 3973, Military Leave Control” on page 5.

PS Form 3973 was a manual tool used by supervisors to track military leave used by employees during each fiscal year. Subsequently, military leave policy changed to allow employees to carry over up to 1 year’s allotted but unused military leave (not to exceed 15 days) from one fiscal year to the next. As a result, employees may use more than 15 days of military leave in a fiscal year. Another policy change allows nonscheduled days during a period of absence on military leave not to be counted against the 15 days (negating the need to track these days on PS Form 3973).

The Enterprise Resource Management System (eRMS), which has indirect links to the Time and Attendance Collection System (TACS), is the tool used to manage all aspects of leave.
