All Postal Service™ facilities and departments are reminded that it is important to conduct semiannual reviews of capital property per Handbook AS-701, Material Management, section 541.28. Reminders to perform the semiannual reviews are published twice a year in the Postal Bulletin. Additionally, it is important that the material accountability officers (MAOs) perform their other capital property responsibilities in a timely manner.

MAOs play a key role in the tracking, documentation, and control of capital property. MAO responsibilities include, but are not limited to, the following:

Postal Service personnel must cooperate and support the tracking and control of capital property by keeping their MAOs and district material management specialists informed of capital property additions, transfers, and dis­posals. The district material management specialists and material service centers are available for technical guid­ance and support on these issues.
