Stamp Announcement 08-05: Flags 24/7

Flags 24/7 42-cent stamps

On April 18, 2008, in Washington, DC, the Postal Service™ will issue 42-cent, definitive stamps, Flags 24/7, in four designs. These stamps will be available in the following formats:

The stamps, designed by Phil Jordan of Falls Church, Virginia, go on sale nationwide April 18, 2008.

Each of the four First-Class® stamps features a paint­ing by Laura Stutzman of Mountain Lake Park, Maryland, of an American flag flying at a different time of day: sunrise, noon, sunset, and night.

In 1942, Congress passed a resolution establishing a code of flag etiquette. The code states in part that the American flag should be displayed from sunrise to sunset every day, weather permitting, but especially on days of national importance like Memorial Day, Independence Day, Labor Day, and Veterans Day. Congress also decided that “when a patriotic effect is desired,” the flag can be flown through the night if properly lit. Although compliance is vol­untary, public observation of the code’s measures is wide­spread throughout the nation.

How to Order First Day of Issue Postmark

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, at The Postal Store® Web site at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by June 19, 2008.

How to Order First Day Covers

Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Philatelic Products

There are four philatelic products available for this stamp issue:

Distribution: Item 785900, $42.00 Flags 24/7, PSA Coil of 100

Distribution instructions were not available at time of publication. They will be provided in a subsequent Postal Bulletin.

Distribution: Item 786000, $1,260.00 Flags 24/7, PSA Coil of 3,000

The Flags 24/7 PSA coil of 3,000 will not be automati­cally distributed to SDOs. Automatic distributions will be made to APDs only. Initial shipments to APDs, will begin March 18 and will be completed by April 9. SDOs requiring Item 786000 must order them from the appropriate APD using a separate PS Form 17.

Initial Supply to Post Offices

SDOs will not make a subsequent automatic distribu­tion of Item 786000 to Post Offices. All Post Offices requir­ing quantities of Item 786000 must order them from their designated SDO using PS Form 17. SDOs must not distrib­ute coils to Post Offices before April 11.

Additional Supply

Post Offices requiring additional coils must requisition Item 786000 from their designated SDO using PS Form 17. SDOs requiring additional coils must order them from the appropriate APD using PS Form 17.

Additional quantities of this definitive stamp coil will also be made available to APDs via future automatic distribu­tions, shipped directly from the supplier to the APDs.

Distribution: Item 786100, $4,200.00 Flags 24/7, PSA Coil of 10,000

The Flags 24/7 PSA coil of 10,000 will not be automati­cally distributed to SDOs. Automatic distributions will be made to APDs only. Initial shipments to APDs, will begin March 18 and will be completed by April 9. SDOs requiring quantities of Item 786100 must order them from the appro­priate APD using a separate PS Form 17. SDOs ordering this item from APDs need not order in master carton size quantities. SDOs should only order according to immediate customer demand (One coil of 10,000 is the minimum order from APDs).

Initial Supply to Post Offices

SDOs will not make a subsequent automatic distribu­tion of Item 786100 to Post Offices. All Post Offices requir­ing quantities of Item 786100 must order them from their designated SDO using PS Form 17. SDOs must not distrib­ute coils to Post Offices before April 11.
