DMM Revision Correction: Domestic and International Mailing Services

In Postal Bulletin 22256 (4-9-09, pages 55–58), the Postal Service™ published “Highlights of Changes” for the May 2009 prices and standards change. The highlights contained an overview of the standards that were incorpo­rated into the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), Mailing Standards of the United States Postal Service, International Mail Manual (IMM®), and Quick Service Guides (QSGs). This corrects the clerical errors in the online May 2009 DMM version found on Postal Explorer® at http://pe.usps.com.

The following online DMM references have been rectified:

243.3.2.1 Mailpiece Weight

All Standard Mail pieces must weigh less than 16 ounces. The following weight limits also apply to pieces mailed at Standard Mail letter prices:

[The second sentence of item 3.2.1a has been revised to remove the reference to Not Flat-Machinable pieces as follows:]

a. ***Letter-size pieces weighing more than 3.3 ounces and prepared as nonmachinable letters are mailable at nonautomation flats prices, unless they are bar­coded and eligible to be mailed as automation flats under 301.3.0.

302.5.4 5-Digit and ZIP+4 Barcodes

[Item 5.4 was revised to add delivery point barcode and to clarify that a ZIP+4 barcode could not be used as follows:]

The delivery point barcode may appear in the address block when printed on an insert that appears through a window or on an address label affixed directly to the piece; or it may appear in the lower right corner either printed directly on the mailpiece, or on an insert that appears through a window. An automation price flat-size piece must not bear a 5-digit or a ZIP+4 barcode.

443.4.4 Surcharge

Unless prepared in carrier route (irregular parcels only) or 5–digit/scheme containers, Standard Mail parcels and Not Flat-Machinable pieces are subject to a $0.07 surcharge if:***
