Effective September 24, 2009, Exhibit G-10 in Appendix G, Service Type Codes and Rate Ingredients Tables, of Publication 205, Electronic Verification System Business and Technical Guide, is revised to include additional rate combinations for Express Mail® service. Current Electronic Verification System® (eVS®) mailers who want to manifest Express Mail items through eVS will need to complete the required testing of files and labels to add the new mail class. Other mailers who want to manifest Express Mail items through eVS must complete the eVS application process.
Verification of eVS mail requires sampling. Express Mail items, like First-Class Mail® and Priority Mail® items, can be verified and accepted only as origin entry mail. The mail is verified and accepted either at the mailer’s plant, if transported by the Postal Service™ to the appropriate acceptance Postal Service facility, or, if transported by the mailer, at the acceptance Postal Service facility.
The eVS sampling infrastructure that already exists for destination entry at bulk mail centers and delivery units may not be in place at all origin entry facilities. The Postal Service will need to activate origin sampling sites on a case-by-case basis. To establish a new sampling site, sampling equipment will need to be deployed to and training provided to Postal Service employees who will perform the sampling. If the office where the mail will be entered does not currently have eVS sampling equipment, the process — from identification of sampling sites to final end-to-end testing — generally takes 3 to 4 weeks, depending on the network configuration and local telecommunications environment.
All of the available parcel products that can be mailed through eVS are listed in Appendix G of Publication 205. The most current Appendix G will be posted on RIBBS, and can be accessed by selecting eVS Page under “Important Links” at http://ribbs.usps.gov/index.cfm?page=evs.
The long-term eVS vision is to include all parcel products. The coding for eVS reflects nearly all domestic parcel classes, subclasses, and rate categories, as well as Extra Services, discounts, and surcharges. Additional combinations to Table G-10 in Appendix G of Publication 205 will be announced when available in eVS.
n Carrier Route Mail. There are no immediate plans to include carrier route mail — such as Enhanced Carrier Route Standard Mail items — as part of eVS. Consideration for including carrier route mail will depend on the business needs of the eVS mailing community, as well as technical changes to software and mail preparation requirements for rate eligibility.
n International Mail. There are plans to add International Mail at a future date.

“USPS EXPRESS MAIL®” service banner is required for Express Mail items.
Use the markings in the example for normal weekday delivery, and place the appropriate indicator in the No Weekend/Holiday Delivery field, Record Position 063, of the eVS file. If weekend or holiday delivery is desired, do not use the “NO DELIVERY WEEKEND OR HOLIDAY” endorsement, and place the appropriate indicator in the No Weekend/Holiday Delivery field, Record Position 063, of the eVS file.
Omit the “WAIVER OF SIGNATURE REQUESTED” endorsement when signature at delivery is required, and place the appropriate indicator in the No Weekend/Holiday Delivery field, Record Position 062, of the eVS file.
Express Mail Label With Insurance
