Management Instruction (MI) EL-430-2009-5, Back Pay, supersedes MI EL-430-90-8 and is effective immediately. This MI:
n Revises back pay policy for erroneous separation for retirement to align with Employee and Labor Relations Manual (ELM) 436.6.
n Reflects the current organizational structure of areas and districts that replaced regions and field divisions.
n Clearly describes the responsibilities of the claimant as well as the personnel involved in the preparation, submission, and processing of back pay cases.
n Defines the role of the back pay coordinator.
n Updates back pay withholdings, deductions, and inclusions.
n Provides detailed information on back pay documentation requirements.
