On February 14, 2011, in Kansas City, Missouri, the Postal Service™ will issue a Patriotic Quill and Inkwell 44-cent definitive stamp, in one design in a pressure-sensitive adhesive (PSA) coil of 3,000 stamps (Item 772100) and a PSA coil of 10,000 (Item 772200). The stamp, designed by Craig Frazier, Mill Valley, California, goes on sale nationwide February 14, 2011.
The stamp features a white quill pen dipping into a red-white-and-blue inkwell accented with stars. The image evokes the founding era and highlights the links between today’s correspondence and the past.
Craig Frazier, an illustrator who lives in Mill Valley, California, created the stamp art digitally. As for the dark blue and cream colors chosen for the background, according to Art Director, Derry Noyes, Washington, DC, “they help make the red, white and blue pop off the page, without detracting from or competing with the strong silhouette.”

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, at The Postal Store® website at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by April 14, 2011.
Stamp Fulfillment Services (SFS) also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Items with an asterisk (*) will use the 128 barcode from SFS. All other philatelic products will continue to use barcode series A, with the exception of the Yearbook and the Guide Book.
All stamp distribution centers (SDCs) will receive automatic distributions of the denominated First-Class Mail® rate Patriotic Quill and Inkwell stamp, PSA coil of 3000. Item 772100 will be distributed at the $1,320.00 rate. Distributions are rounded up to the nearest master carton size (20 coils). Distributions will be in multiple waves: SFS will receive their distribution for the first day of issue; however, most SDC shipments will occur later in February. SDCs should continue to issue Item 787700, U.S. Flag 44 cents (3,000 coil), until inventories are depleted.
Stamp distribution offices (SDOs) and SDCs will not make a subsequent automatic distribution of Item 772100 to Post Offices. All Post Offices requiring quantities of Item 772100 must order them from their designated SDO/SDC using PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute coils to Post Offices before January 31, 2011. All Post Offices should continue to sell current inventories of Item 787700, U.S. Flag 44 cents (3,000 coil), until inventories are depleted.
