Handbook F-101 Revision: Stock Returned From the Unit Reserve to the SDC or SDO

Effective January 12, 2012, Handbook F-101, Field Accounting Procedures, is revised so that postal retail units may return saleable stamp stock and nonsaleable stamp stock from their unit reserve stamp stock to their stamp distribution center (SDC) or stamp distribution office (SDO) using Priority Mail® service with Signature Confirmation™ service for stamp stock amounts less than $10,000 and Registered Mail™ for stamp stock amounts of $10,000 and over. This will decrease the processing time allowing it to reach the destination expeditiously with minimal risk.

11-6.4 Saleable Stock Returned From the Unit Reserve to the SDC or SDO

Package saleable stock for return as follows:

a. Place the original PS Form 17 in a sealed envelope, and tape it to the outside of the carton.

b. Write the return authorization number provided by the SDC or SDO on the outside of the box.

c. Place two copies of the PS Form 17 inside the carton, and file the third copy locally. Use Registered Mail service to send the carton to the SDC or SDO if the amount of the shipment is $10,000 or more. Do not commingle returned saleable stock with stock re­turned for destruction or IRCs.

d. Use Priority Mail service with Signature Confirmation service to send the carton to the SDC or SDO if the amount of the shipment is less than $10,000. Do not commingle returned saleable stock with stock re­turned for destruction or IRCs.

Do not use original manufacturers’ cartons/boxes to return stamp stock into the Priority Mail network.

Package nonsaleable stock for return as follows:

a. Place the original PS Form 17 in a sealed envelope, and tape it to the outside of the carton.

b. Place two copies of the PS Form 17 inside the carton, and file the third copy locally.

c. Use Registered Mail service to send the stock for de­struction to the SDO or the SDC if the amount of the shipment is $10,000 or more. Do not commingle re­deemed stock returned for destruction with saleable stock or IRCs.

d. Use Priority Mail service with Signature Confirmation service to send the stock for destruction to the SDO or the SDC if the amount of the shipment is less than $10,000. Do not commingle redeemed stock re­turned for destruction with saleable stock or IRCs.

Do not use original manufacturers’ cartons/boxes to return stamp stock into the Priority Mail network.
