DMM Revision: Periodicals Identification Statement — Optional Instruction for Address Change Service Participants

Effective September 4, 2012, the Postal Service™ will revise Mailing Standards of the United States Postal Ser­vice, Domestic Mail Manual (DMM®) 707.4.12.5.h to pro­vide a modified Identification Statement element for mailers who participate in Address Change Service (ACS™).

This modification will facilitate timely transmission of address corrections for addressees who move and file a change-of-address order, or of a notification of abandon­ment for addressees who moved without providing for­warding instructions. As a result, copies of Periodicals will be addressed using subscribers’ current addresses, reduc­ing delays in delivery caused by forwarding and additional handling by the Postal Service. Adoption of the modified element may begin immediately.

4.12.5 Identification Statement Content

The identification statement must contain:

[Revise item h as follows:]

h. The mailing address for change-of-address orders, in the normal text type of the publication: “POSTMAS­TER: Send address changes to [publication title and mailing address].” For publications authorized for ACS, as defined in 507.4.2, publishers may modify this statement to say: “POSTMASTER: Send all UAA to CFS. (See DMM 707.4.12.5); NON-POSTAL AND MILITARY FACILITIES: send address corrections to [publication title and mailing address].” When Unde­liverable as Addressed (UAA) copies are sent to the CFS unit for ACS processing, a PS Form 3579 will not be created and any barcodes or other information on the address will not be obliterated. Change-of-ad­dress information may also be shown on the label carrier or container of publications prepared in enve­lopes, closed wrappers, or polybags.
