Effective March 4, 2013, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 703.6.2.1 to clarify the use of franked envelopes and labels.
This revision clarifies that a franked mailing label must be used on items larger than letter-size instead of taping a franked envelope to those items.

6.2.1 Required Addressing
[Revise the text of 6.2.1 as follows:]
Except as permitted in 6.2.2, all mail sent under the franking privilege must be addressed to the recipient by name and complete delivery address. Franked mail is limited to envelopes or official franking labels preprinted with “franking” elements in the upper right hand corner, which are easily read and in black print of appropriate size commensurate with the size of the envelopes. Although official franking labels are permissible, it is inappropriate to use a franked envelope as a label for the purpose of mailing another item.
