Effective April 1, 2013, the Postal Service™ will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) section 941.1 to clarify that mailers who are incorrectly assessed return charges for returned letter-post items under IMM 771 may apply for a refund.

941.1 General
[Revise 941.1 to read as follows in its entirety (adding the word “return” in the introductory text and adding item c):]
A refund may be made when postage, extra service fees, or other return charges have been paid on the following First-Class Mail International, First-Class Package International Service, and Priority Mail International items:
a. Items for which full service was not rendered.
b. Items for which the customer made payment in excess of the proper price.
c. Undeliverable-as-addressed items under 771.51 for which return charges were incorrectly assessed.
