This article announces that PS Form 2976-B is available for ordering from the Material Distribution Center (MDC) and provides the ordering information.
You can order PS Form 2976-B through the U.S. Postal Service eBuy2 Ordering System under the MDC eBuy2 catalog or the Touch Tone Order Entry (TTOE) system:

n PS Form 2976-B is not effective until July 28, 2013. Post Offices may neither distribute copies of the form nor accept them from customers until that date.
n PS Form 2976-B is for use on Priority Mail Express International™ shipments. It cannot be used for Priority Mail Express® mailings, or for items destined to APO/FPO or DPO locations.
n The local Post Office must retain PS Forms 2976-B for 30 days.
