Effective October 7, 2013, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 708.6 to update the standards for the tray label distribution system.
In support of the USPS® “100% Visibility” strategy, all tray label production systems will transition to produce a 24-digit Intelligent Mail® (IM®) tray label. The IM tray label allows for the unique identification of every tray, tub, and sack traveling through our mail processing and delivery network.
Two existing Postal Service tray label production systems capable of producing 24-digit IM tray labels will replace the former Passport Label Acquisition System (PLAS or PASSPORT) for tray label production. These systems are:
n Automated Tray Label Acquisition System (ATLAS), for internal USPS use (available at

n Customer Label Distribution System (CLDS) for external customer use (available at http://clds.usps.com). Additional information on CLDS is also available on RIBBS at https://ribbs.usps.gov/ (see the “Site Index A-Z” tab.).
The National Print Center (NPC), Topeka, KS, will fulfill 24-digit IM tray label orders submitted through these more robust and updated systems.
Since the hardcopy PS Form 1578-B, Requisition for Facing Slips or Labels, was retired August 31, 2013, it is no longer necessary to requisition tray labels.
For customers not already converted to CLDS through ongoing messaging and information included in tray label orders, first-time CLDS users must register via the Business Customer Gateway to obtain an assigned Mailer ID (MID) (visit https://gateway.usps.com/eAdmin/view/signin).
This information will be implemented in the October 7, 2013 DMM; however, the standards may be followed immediately.
