Effective July 24, 2014, the Postal Service™ is revising the Employee and Labor Relations Manual (ELM) subchapter 650 to update section 651.63, Notice, by restructuring the paragraph into a list and adding the name and title of the deciding official to the list.

[Revised the text of 651.63 to read as follows:]
Normally, the employee’s immediate supervisor issues a proposed letter of warning in lieu of time-off suspension, which must state:
a. Specific and detailed reasons for the letter;
b. Instructions for responding to it;
c. Name and title of deciding official;
d. The right of the employee or representative to review all material relied upon in the action; and
e. When, where, and from whom the material is available.
