Effective December 25, 2014, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to update references to and mailing addresses for Postal Service personnel involved in the administration of the Postal Qualified Wholesaler and Global Direct Entry® (GDE) Wholesaler programs.
Consequently, we are revising IMM sections 613.1, 622.2, and 623.2, and IMM part 625 to replace references to “the Postal Service’s executive director of Global Business Management” with references to the “director of International Sales,” and to replace references to the “manager of Regional Business Development” with references to the “manager of Global Direct Entry.”

613.1 Letter of Request

623 Disqualification as a GDE Wholesaler

623.2 Notification of Disqualification and Appeal
[Revise the text of 623.2 to read as follows:]
If the Postal Service discovers at any time, by whatever means, that a company that has qualified as a GDE wholesaler has not complied with any of the terms and conditions in IMM 620, the Postal Service’s manager of Global Direct Entry will notify that company by email that the company has not complied with the terms and conditions of the GDE Wholesaler Program and that the company will be stricken from the list of approved GDE wholesalers within 30 calendar days. A wholesaler who receives such notification may, within 7 days of receiving such notification, submit an appeal by email to the Postal Service’s director of International Sales at globaldirect@usps.com. The appeal must list the reasons why the company should not be stricken from the list of approved GDE wholesalers. The decision of the Postal Service’s director of International Sales concerning the appeal is administratively final.

625 Preapproved Advertising

A GDE wholesaler may state on advertising material that it has been qualified as a GDE wholesaler of the Postal Service, but the Postal Service’s manager of Global Direct Entry must approve, in advance and in writing, the statement as it will appear on the advertising material.
