In February 2013, the Postal Service™ published a Final Rule in the Federal Register regarding indicia created by Postage Evidencing Systems (PES). It stated that effective January 1, 2016, PES (i.e. postage meters and PC Postage products) will be required to produce Information Based Indicia (IBI) or Intelligent Mail® Indicia (IMI) for evidence of pre-paid postage.
