ELM Revision: Postmaster Relief Conversions to Career

Effective December 24, 2015, the Postal Service™ is revising the Employee and Labor Relations Manual (ELM), section 363.1, to modify existing policy requiring a Postmaster Relief (PMR) to be separated before a conversion to a career appointment. There is no longer a need to break service in this manner, and we have removed the relevant text from the ELM.

363.1 Definition

[Revise the text of 363.1 to read as follows:]

Conversion refers to the process of changing a noncareer employee’s status to a career appointment in one personnel action. The selected noncareer employee should not be separated and then given a career appointment unless the employee’s appointment expires before the employee can be converted to career status.
