The Postal Service™ created a new Management Instruction EL-430-2015-4, Back Pay, and revised PS Form 8038, Employee Statement To Recover Back Pay; PS Form 8039, Back Pay Decision/Settlement Worksheet; and PS Form 8041, Prearbitration or Agency Settlement Worksheet, to do the following:
n Simplify definitions.
n Revise wording that is no longer applicable.
n Clarify instructions.
n Fix formatting and structure to make the documents easier to use.
n Consolidate information to make the documents clearer.
The revised forms and new management instruction are now available on the Postal Service PolicyNet website:
n Go to http://blue.usps.gov.
n Under “Essential Links” in the left-hand column, click PolicyNet.
n Click Forms or Management Instructions.
