Effective October 3, 2016, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), subsections 503.2.1.5 and 503.9.1.3, Registered COD Mail, to remove First-Class Package Service® (FCPS) as an eligible product.
In the October 26, 2015, Federal Register (80 FR 65149-65150), the Postal Service restructured FCPS. As a result of the restructuring, it was determined FCPS would not be sealed against postal inspection. Therefore, FCPS was no longer an eligible product under registered COD mail. This revision removes FCPS as an eligible product in the registered COD mail subsection under the Registered Mail™ and COD sections.
Although this clarification will not be published in the DMM until October 3, 2016, this revision is effective immediately.
