Effective July 10, 2017, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) in various parts to continue our DMM simplification initiative. Although we are not changing the standards, using the DMM will be quicker, easier, and more convenient.
We will relocate a section from part 507, Mailer Services, to part 508, Recipient Services, and will also relocate a section from part 508 to part 507. Specifically, we will relocate section 507.3.0, Premium Forwarding Services, as section 508.7.0, and section 508.7.0, Hold For Pickup, as section 507.3.0. Relocating these services now aligns the service with the correct part.
Currently, part 708, Technical Specifications, contains ten sections. We will relocate seven of the ten sections within existing parts and create a new part 204, Barcode Standards, under module 200, Commercial Mail, Letters, Cards, Flats, and Parcels, for the three sections in 708 that contain barcode standards. As a result, part 708 will be eliminated, which will align the sections for ease of use. The list of sections in 708 and the sections they will be relocated to are as follows:
n 708.1.0, Standardized Documentation for First-Class Mail, Periodicals, USPS Marketing Mail, and Flat-Size Bound Printed Matter, will be relocated to part 203, Basic Postage Statement, Documentation, and Preparation Standards, as new section 203.3.0.
n 708.2.0, Presort Accuracy Validation and Evaluation (PAVE), will be relocated to part 602, Addressing, as new section 602.8.0.
n 708.3.0, Coding Accuracy Support System (CASS), will be relocated to part 602, Addressing, as new section 602.9.0.
n 708.4.0, Standards for Intelligent Mail and POSTNET Barcodes, will be relocated to new part 204 as section 204.1.0.
n 708.5.0, Standards for Package and Extra Service Barcodes, will be relocated to new part 204 as section 204.2.0.
n 708.6.0, Standards for Barcoded Tray Labels, Sack Labels, and Container Placards, will be relocated to new part 204 as section 204.3.0.
n 708.7.0, Optional Endorsement Lines (OELs), will be relocated to part 203, Basic Postage Statement, Documentation, and Preparation Standards, as new section 203.7.0.
n 708.8.0, Carrier Route Information Lines, will be relocated to part 203, Basic Postage Statement, Documentation, and Preparation Standards, as new section 203.8.0.
n 708.9.0, Facing Identification Mark (FIM), will be relocated to part 202, Elements on the Face of a Mailpiece, as new section 202.8.0.
n 708.10.0, Postal Zones, will be relocated to part 608, Postal Information and Resources, as new section 608.9.0.
Additionally, we will renumber Quick Service Guide (QSG) 708 as QSG 203 and update the section with new DMM reference information.
To assist in this transition, we will post a crosswalk for each section of the DMM.
