Effective March 1, 2018, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to the Individual Country Listing (ICL) for the Philippines.
As a result of a formal request made through the Universal Postal Union (UPU) via International Bureau Circular (IBC) 163, dated December 11, 2017, the Philippines is adding additional instructions related to the mailing of cremated human remains.

Observations

3. The following documents should accompany all mail items containing cremated human remains:
n Certificate of cremation.
n Transport permit information.
n Death certificate/cause of death.
n Quarantine certificate/permit.
The mailer must place the documents in a transparent plastic envelope (such as PS Form 2976-E, Customs Declaration Envelope CP 91) and affix them to the exterior of the box with a “cremated human remains” label (such as Label 139, Cremated Remains).

Although effective March 1, 2018, we will incorporate this revision into a later edition of the online IMM (currently scheduled for May 7, 2018). The online IMM is available via Postal Explorer® at pe.usps.com.
