Effective January 2018, the Postal Service™ revised Handbook EL-312, Employment and Placement, section 584, to reflect a distinction between individuals selected for career appointments to Nonbargaining positions and career appointments to a position in the Management Foundations Program (MFP). The updates are as follows:
n 584.1 was revised with minor editorial changes.
n 584.3 was renumbered due to two additional sections.
n An overview was added (584.31).
n A section on the MFP was added (584.37).
n 584.45 was revised with minor editorial changes.
n 584.5 was renumbered due to one additional section.
n An overview was added (584.51).
n Sections 584.52, 584.53, and 584.54 were revised with minor editorial changes.
n 584.6 was renumbered due to one addition.
n An overview was added (584.61).
n New PS Form 5956-MFP, Management Foundations Program Probationary Period Report, was added (584.62).
n 584.62, Establishing Individual Core Requirements, was deleted.
