Effective May 24, 2018, the Postal Service™ is revising Handbook AS-353, Guide to Privacy, the Freedom of Information Act, and Records Management, to update several System of Records (SORs) in the Appendix — Privacy Act System of Records.
As required by the Privacy Act, upon creation or revision of SORs, notices have been published in the Federal Register for each of the following SORs:
n USPS 100.000, System Name: General Personnel Records. Modified to permit disclosure to the National Labor Relations Board (NLRB) in response to its request for investigative purposes, to the extent that the requested information is relevant and necessary.
n USPS 100.400, System Name: Personnel Compensation and Payroll Records. Modified to support the sharing of employment and wage data with the Bureau of Labor Statistics for their Occupational Employment Statistics program. The data is used for the development of employment and wage estimates for over 800 occupations.
n USPS 100.900, System Name: Employee Inquiry, Complaint, and Investigative Records. Modified to permit disclosure to the NLRB in response to its request for investigative purposes, to the extent that the requested information is relevant and necessary.
n USPS 200.000, System Name: Labor Relations Records. Modified to support the collection of additional information related to the Equal Employment Opportunity discrimination complaint and appeals processes. Additional modifications were made to permit disclosure to the NLRB in response to its request for investigative purposes, to the extent that the requested information is relevant and necessary.
n USPS 800.000, System Name: Address Change, Mail Forwarding, and Related Services. Modified to support the automatic and seamless update of National Change of Address (NCOA) information, voluntarily provided by customers, in related customer databases that require NCOA information.
n USPS 810.100, System Name: Address Matching for Mail Processing. Modified to permit the Postal Service to use change-of-address data to support the update of customer profile information in Customer Registration, and other customer-related systems.
n USPS 810.200, System Name: usps.com Ordering, Payment, and Fulfillment. Modified to support the administration of U.S. customs, export control, and export statistics laws with regards to mailpieces exported from the U.S.
n USPS 820.300, System Name: Informed Delivery. Created to support the national implementation of Informed Delivery™, a free and optional notification service that gives residential consumers the ability to digitally preview their letter-size mailpieces and manage packages scheduled to arrive soon.
n USPS 900.000, System Name: USPS International Services. Modified to support the administration of U.S. customs, export control, and export statistics laws with regards to mailpieces exported from the U.S.
n USPS 910.000, System Name: Identity and Document Verification Services. Modified to support the electronic signature on file initiative, which provides a convenient option for Priority Mail Express®, Signature Confirmation™, and insured (over $500) package recipients that agree to Terms and Conditions of use to apply an electronic signature at the point of delivery. Additional modifications were made to provide interagency support to other federal government agencies with services authorized under 39 U.S.C., section 411.
The Postal Service will incorporate these revisions into the next online update of Handbook AS-353, Guide to Privacy, the Freedom of Information Act, and Records Management, which is available on the Postal Service PolicyNet website:
