In the DMM Revision article published in Postal Bulletin 22507 (11-22-18, page 5), the Postal Service™ announced that effective January 27, 2019, Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 705.18.5, will be amended to revise Priority Mail Express Open and Distribute® (PMEOD) and Priority Mail Open and Distribute® (PMOD) addressing standards for SCF, ADC, NDC, and ASF labels.
The new addressing standards require the use of the facility name, state, and National Air and Surface System Code, rather than the city, state, and ZIP Code™, both found in the Drop Entry Point View File available on the USPS® Facility Access and Shipment Tracking (FAST®) Web site: fast.usps.com. (Click on Reports>Mail Direction Search> Drop Entry Point View.)
As a result of feedback from the industry, the Postal Service will allow a transition period until June 23, 2019, to comply with new PMEOD and PMOD labeling requirements for SCF, ADC, NDC, and ASF labels. Mailers may begin using the new labeling format immediately.
