DMM Revision: Clarification of Picture Permit Imprint Mailpiece Eligibility

Effective January 27, 2019, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 604.5.4.0, to clarify Picture Permit Imprint mailpiece eligibility.

Reflecting a change made in 2013 in New Mailing Standards for Domestic Mailing Services Products (77 FRN 75362-75377), the Postal Service will revise DMM section 604.5.4.1 (“Description”) to state that picture permit imprint indicia may be used to pay postage and extra service fees on commercial mailings of First-Class Mail® postcards and letters and USPS Marketing Mail® letters.

This DMM revision will clarify the standards, which do not include flat-size pieces as an eligible shape for picture permit imprint indicia eligibility. The addition of flat-size pieces eligible under the full-service automation option was inadvertently included previously in the DMM, in Postal Bulletin 22509 (12-20-18, page 12), and in the Federal Register notice.

Although the Postal Service will not publish this revision in the DMM until January 27, 2019, the standards are effective immediately.
