Effective January 31, 2019, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to the Individual Country Listing (ICL) for Kazakhstan.
As a result of a formal request made through the Universal Postal Union via International Bureau Circular 129, dated September 17, 2018, Kazpost requires that each Priority Mail Express International® package containing merchandise and/or any article subject to customs duty must include one copy of a commercial invoice. In the article titled “IMM Revision: Individual Country Listing for Kazakhstan” in Postal Bulletin 22509 (12-20-18, page 17), we incorporated this requirement in the IMM’s ICL for Kazakhstan in the “Customs Form Required” table for Priority Mail Express International service. The Postal Service is adding the same information in a new entry under “Observations.”

Although effective on January 31, 2019, the Postal Service will incorporate this revision into the next edition of the online IMM. The online IMM is available via Postal Explorer® at pe.usps.com.
