Obsoleting Statistical Programs Letters From FY 1998 Through FY 2014

Effective December 20, 2018, 90 Statistical Programs (SP) Letters from Fiscal Year (FY) 1998 through FY 2014 are obsolete. SP Letters are designated as Memorandums of Policy (MOP) and are available on the MOP Finance page at blue.usps.gov/cpim/policy/fi.htm.

The 90 SP Letters from FY 1998 through FY 2014 are obsolete because the information they contained is now included (if still relevant) in the current editions of the following Finance handbooks:

n HBK F-45, In-Office Cost System (IOCS).

n HBK F-55, Carrier Cost Systems.

n HBK F-65, Transportation Cost Systems.

n HBK F-75, Revenue, Volume, and Performance Measurement Systems.

n HBK F-85, International Revenue, Volume, and Performance Measurement Systems.

n HBK F-95, Statistical Programs Management Guide.

SP Letters provide policy and procedure updates on the following systems:

n Rural Carrier Cost System.

n In-Office Cost System.

n Transportation Cost Systems.

The next edition of Publication 223, Directives and Forms Catalog, will no longer refer to these obsolete SP Letters. Publication 223 is available online at about.usps.com/publications/pub223.pdf.
