IMM Revision: IPA and ISAL Service to Monaco

Effective April 25, 2019, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to Exhibit 292.45a and Exhibit 293.45a based on a revision to the foreign office of exchange code for Monaco.

Periodically, the Postal Service receives such requests from foreign posts to facilitate operational needs. Monaco’s postal administration formally requested, through the Universal Postal Union via International Bureau Circular 158, dated November 5, 2018, an update to the foreign office of exchange code for closed dispatches, which affects International Priority Airmail® (IPA®) service and International Surface Air Lift® (ISAL®) service items sent to Monaco. Monaco formerly received closed dispatches directly, using its own foreign office of exchange code, but now mailers must send mail to Monaco in dispatches through France’s office of exchange.

In order to provide mailers the time needed to make necessary logistical and software changes, the Postal Service is providing 90 days’ advance notice before the effective date of the change, July 23, 2019. Nonetheless, in order to expedite delivery, the Postal Service encourages mailers to implement these revisions before the effective date.
