IMM Revision: Individual Country Listing for Mexico

Effective May 9, 2019, the Postal Service™ is revising the International Country Listing for Mexico in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to note that Mexico is imposing an import tax on merchandise sent by mail with a declared value over U.S. $50.

This revision is based on a formal request that Correos de México made through the Universal Postal Union via International Bureau Circular 34, dated February 25, 2019.

Observations

[Revise the entire Observations section to read as follows (revising all three items, and switching the order of the second and third items):]

1. As of March 1, 2019, import taxes (determined by the customs authority of Mexico) apply to goods with a declared value exceeding U.S. $50, and Correos de México requests that a commercial invoice accompany such goods.

2. To speed delivery of items subject to customs duty, commercial shipments must contain two copies of the commercial invoice, inserted inside the package.

3. An import permit or license is required for merchandise exceeding U.S. $1,000. Merchandise valued less than U.S. $1,000 does not require an import permit.

Although effective on May 9, 2019, the Postal Service will incorporate this revision into the next edition of the online IMM, which is available via Postal Explorer® at pe.usps.com.
