Effective August 1, 2019, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to the foreign office of exchange codes for closed dispatches, which affect International Priority Airmail® (IPA®) and International Surface Air Lift® (ISAL®) services. These revisions affect the entries for Netherlands and Canada.
Netherlands
The revisions to Netherlands appear in Exhibit 292.45a and Exhibit 293.45a. These revisions are based on a formal request that PostNL made through the Universal Postal Union via International Bureau Circular 94, dated June 3, 2019. This request noted that the change was effective July 1, 2019, but through this Postal Bulletin article, the Postal Service is providing 90 days’ advance notice that mailers must begin using the code by October 29, 2019. However, the Postal Service encourages mailers to immediately implement these changes in order to expedite delivery.
Canada
The revisions to Canada appear in Exhibit 292.45b and Exhibit 293.45b. Although the information in the online IMM is correct (i.e., the foreign office of exchange code for both IPA and ISAL flat-size items is “YTO”), the text includes an optional code whose effective date has past, so the Postal Service is removing the outdated information.
