Handbook F-66, General Investment Policies and Procedures, has been reissued in its entirety and replaces the November 2005 edition.
Handbook F-66 and the other handbooks in the F-66 series set the guidelines for Postal Service™ investment policies and processes. Handbook F-66 sets general investment policies and procedures, while the following handbooks address unique requirements associated with specific investment types:
n Handbook F-66A, Investment Policies and Procedures — Major Facilities.
n Handbook F-66B, Investment Policies and Procedures — Major Equipment.
n Handbook F-66C, Field Investment Policies and Procedures.
n Handbook F-66D, Investment Policies and Procedures — Business Initiatives, Alliances, Real Estate Development, and Major Operating Expense Investments.
n Handbook F-66E, Postal Support and Information Systems.
The Postal Service is evaluating handbooks A through E to determine the need for updates, revisions, and consolidation.
Revised Handbook F-66 provides updated guidance concerning policies and procedures for Postal Service investments, which includes the requirements for preparing Decision Analysis Report (DAR) Business Cases and DAR Business Case Modification Requests, and defines the thresholds for preparing DAR Business Case Compliance Reports. This revision also provides organizational changes and optimizes policies and procedures.
