Effective April 9, 2020, the Postal Service™ is revising the International Country Listing for Finland in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect the introduction of a customs clearance fee for certain postal items that require customs clearance when mailed to Finland.
This revision is based on a formal request that Posti Ltd (the designated operator of Finland) made through the Universal Postal Union via International Bureau Circular 32, dated March 9, 2020.

As of January 31, 2020, Finnish Customs charges addressees a customs clearance fee of 2.90 EUR for each individual item that meets all of the following criteria: It requires customs clearance, it has a value exceeding 22 EUR, and it arrives from outside the European Union (EU) or from special areas of the EU’s excise duty and value-added taxation area.
