IMM Revision: Individual Country Listing for Saudi Arabia

Effective July 2, 2020, the Postal Service™ is revising the International Country Listing for Saudi Arabia in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to note that Saudi Arabia is increasing the value-added tax (VAT) to 15 percent on all items containing goods.

This revision is based on a formal request that Saudi Post Corporation made through the Universal Postal Union via International Bureau Circular 79, dated May 25, 2020. The circular notes that the effective date of the increase is July 1, 2020, even though the effective date of the IMM revision noting the increase is July 2, 2020 (the date of this Postal Bulletin article).

2. All items containing goods sent to Saudi Arabia are subject to a value-added tax (VAT) payable by the addressee at the rate of 15 percent of the item’s total value.

Although effective July 2, 2020, the Postal Service will incorporate this revision into a later edition of the online IMM (not in the edition dated July 1, 2020). The online IMM is available via Postal Explorer® at pe.usps.com.
