DMM Revision: USPS Retail Ground Payment Method

Effective October 18, 2020, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 154.1.0, to add USPS Click-N-Ship® as a postage payment option available to military personnel shipping USPS Retail Ground® packages from Army/Fleet/Diplomatic Post Office (APO/FPO/DPO) locations.

This revision is intended to make the standard in the DMM consistent with current postage payment methods for USPS Retail Ground service. The Postal Service allows military personnel from APO/FPO/DPO military locations an option to use USPS Click-N-Ship as a postage payment method on packages mailed with USPS Retail Ground service.

Although the Postal Service will not publish this revision in the DMM until October 18, 2020, the standard is effective immediately.

1.0 Postage Payment Methods for USPS Retail Ground

1.1 General

The mailer is responsible for proper postage payment. Except as provided under 1.2 for military personnel, subject to the corresponding standards, postage for USPS Retail Ground mail may be paid by postage evidencing system indicia (see 604) or by ordinary postage stamps. Pieces with postage affixed must bear the correct numerical value of postage.

1.2 Military Personnel

In addition to the payment methods in 1.1, military personnel from APO/FPO/DPO locations may pay postage with USPS Click-N-Ship.
