ELM Revision: Promotion Pay Policies for Nonbargaining Unit Employees

Effective March 31, 2021, the Postal Service™ will revise the Employee and Labor Relations Manual (ELM), subchapter 410, to clarify Postal Service promotion pay policies as noted below for nonbargaining unit employees:

n Factor #1 and Factor #2 regarding promotion salary increases.

n Two steps for Executive Administrative Schedule (EAS) 18 and 43 (18B) and pay band V1 and V2 positions relative to Factor #2.

n Impact of a voluntary change to a lower grade within and after one year of promotion.

n The 25-percent limit on total promotion pay increases within a 52-week period, and its impact on Factor #2.

Additionally, revisions will include an update to promotion pay policies for part-time postmasters in part-time Post Offices and remotely managed Post Offices.

Although the Postal Service will not publish these revisions in the ELM until March 31, 2021, the standards are effective January 1, 2021.

The Postal Service will incorporate these revisions into the next edition of the online ELM, which is available on the PolicyNet website:

n Go to blue.usps.gov.

n In the left-hand column, click Essential Links, and then click PolicyNet.

n Go to the right-hand side under “Published Forms and Directives.”

n Click Manuals.
