IMM Revision: Individual Country Listing for Hong Kong

Effective December 2, 2021, the Postal Service™ is revising the Individual Country Listing for Hong Kong in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to note a new short message service (SMS) process for items with Express Mail Service® (EMS) — i.e., items with USPS’s Priority Mail Express International® service.

This revision is based on a formal request that Hongkong Post (the designated postal operator of Hong Kong) made through the Universal Postal Union via International Bureau Circular 148, dated September 27, 2021.

3. On each Priority Mail Express International item destined to Hong Kong, Hongkong Post requests that the mailer include the addressee’s mobile telephone number on the customs declaration form. This contact information enables Hongkong Post to notify the addressee via short message service (SMS) before delivery. An addressee who is registered on the Hongkong Post website or mobile application may redirect the item to a postal locker or post office for collection, or may reschedule the date of home delivery, when applicable.

Although effective December 2, 2021, the Postal Service will incorporate this revision into the next edition of the online IMM, which is available via Postal Explorer® at pe.usps.com.
