Publication 530 Revision: Combined Federal Campaign Operational Guidelines

Effective November 2021, the Postal Service™ revised Publication 530, Combined Federal Campaign Operational Guidelines, to reflect changes the Office of Personnel Management (OPM) made to regulations and ethics rules governing the Combined Federal Campaign (CFC).

The update addresses significant changes to the CFC structure, including methods of collecting and mailing pledges; procedures that campaign workers must follow when managing, coordinating, and canvassing the campaign; and strategies for running a campaign under the new ethics rules and OPM regulations. The updated guidelines are effective immediately.

The revised edition of Publication 530 is available on the PolicyNet website:

n Go to blue.usps.gov.

n In the left-hand column, click Essential Links, and then click PolicyNet.

n Go to the right-hand side under “Published Forms and Directives.”

n Click Publications.
