Management Instructions

Management Instruction EL-500-2022-2: Contracting with Individuals or Rehiring Into Career Nonbargaining Positions

Effective March 2022, the Postal Service™ published Management Instruction (MI) EL-500-2022-2, Contracting with Individuals or Rehiring Into Career Nonbargaining Positions. The following summarizes key updates to the revised policies in MI EL-500-2022-2:

n Updated references to Handbook EL-312, Employment and Placement policy sections.

n Clarified instructions throughout.

n Updated VP organization and department titles.

n Revised and updated wording that is no longer applicable.

The guidance in MI EL-500-2022-2 supersedes the previous management instruction, MI EL-500-2010-4, and is effective immediately.

MI EL-500-2022-2 is available on the PolicyNet website:

n Go to blue.usps.gov.

n In the left-hand column, click “Essential Links,” and then click PolicyNet.

n Go to the right-hand side under “Published Forms and Directives.”

n Click Management Instructions.
